You can do it yourself, or use existing libraries (like GLUT) or SDL, SFML, CPW: http://www.opengl.org/resources/libraries/windowtoolkits/. I personally like using SDL. Doing it yourself can be difficult, especially if you try to make it cross platform. WebOpenGL allows us to define so-called Primitive Restart Index.
